[Out of Scope for first partner] Partner Settings Page

Description

Create the partner settings page with Branding, Domain, and Email configuration sections. This would only be shown to partners with twill_support_only set to true, AC:

• New route created: /partner/settings
• Page accessible only to partner owners (not sales reps)
• Responsive layout using Twill AI design system
• Proper loading states while fetching configuration
